Really? That sounds strange, too,... as it means you have no clean
uninstall.

Actually it could eventually lead to problems, when the user/group are
removed but the homedir stays (imagine, a series of
removes/installes,... and the UID/GIDs are assigned to another user in
the meantime).

Having kind of nagios-common package is at least what some other distros
seem to do.
