[Pkg-netmeasure-discuss] Scamper out of date

Hi Marek,

Sorry for the outdated package, I have not had time to actively maintain it
for several years now and was hoping the addition to the
pkg-netmeasure group to the maintainers would help compensate for that.

I will try and find some time to take another look at it in the coming
months, but I cannot promise anything given my schedule at the present time.
