yes, ModSecurity is able to build as module:

yes, that's my opinion too.

About 3 years ago I had a try to add it as part of Nginx:

I sent this link to this list (twice), but never get any reply.

And yes, few weeks (months?) ago I saw that there is a new module
(http-lua), which is a dynamic module (finally - thanks for it).
Now I had some time to build the package, it works on my test
environment. It would be really fine to add it to Debian.
