[Pkg-nginx-maintainers] Request access for new Nginx module package

Is mod security capable of being created as a dynamic module, or does it 
still need compiled in?

If it's able to be created as a dynamic module, we have mechanisms to 
create packages that use NGINX and build nginx modules but don't need to 
be part of the nginx source code, thanks to contributions from Jan and 
others to get modules packageable outside the NGINX source package.
