I know a completely different story (but I may be wrong).

AFAIK, non-free packages behave exactly as free (=main) and contrib
packages: when there is not freeze, they transition to testing in due
time (if no RC bug is against them, and all dependencies are
satisfied, this means ~10days); when in freeze, you have moreover to
email d-release. (See also the other email).
