[pkg-nvidia-devel] Patch for 71xx and 96xx legacy packages to go to current version and support 2.6.30 and 2.6.31 kernels.

Here are patches that allow updating the 71xx and 96xx legacy packages to
current versions which means 2.6.30 and 2.6.31 kernels will be supported.

This means 71.86.11 and 96.43.13.

The version of conftest.h included in these two can also be used to
support 173.14.20 which also solves 2.6.30 and 2.6.31 support for the
legacy-173xx package, but no other changes are needed for that package.

This update also brings the 71xx and 96xx more in sync with the 173xx
package in terms of makefiles and rules and such.  That should make
future maintainance a bit simpler.
