[pkg-nvidia-devel] libvdpau packaging license

I'm assuming that since there wasn't an explicit license stated for the
packaging files, the intent of the original packaging was to release them
under the same terms as the overall package license.  Andres, please speak
up if that isn't the case and I'll go back and fix it.
