A possible solution I see for this "problem" would be to move the
libraries to some nvidia-glx-core package, which is required by
nvidia-glx (so current setups won't be affected). Will be a bit work to
migrate the diversions and the trigger properly. We should decide on
this before we update the legacy packages.
