upload: n-g-d legacy 96xx/71xx

Hi Russ,

please upload
  * nvidia-graphics-drivers-legacy-96xx (96.43.19-2) to experimental
  * nvidia-graphics-drivers-legacy-71xx (71.86.14-3) to unstable
Both need to go through NEW.

These packages are not really useful (waiting for an upstream update of
96xx for Xorg 1.10; 71xx needing lenny's xorg ...) but I want to get
them all in sync ... and afterwards turn 71xx into a set of transitional
cleanup packages that can go to testing.

Other notes from 173xx apply here, too.
