nvidia-graphics-drivers are not migrating to testing

I wondered why the graphics drivers are not migrating to testing.

According to
http://release.debian.org/migration/testing.pl?package=nvidia-graphics-drivers
I find that

Updating nvidia-graphics-drivers makes 2 non-depending packages
uninstallable on i386: libgl1-nvidia-legacy-173xx-glx, nvidia-glx-legacy-173xx

I'm not sure exactly why this is the case, but it seems to be
preventing the migration from happening.
