upload: n-g-d-legacy-173xx with urgency high to unstable

Hi Russ,

I completely overlooked the legacy packages, the didn't get proper
breaks in mesa. 96xx should not be critical is this is no longer in
testing and requires an old xserver anyway. But 173xx will be broken.
Nobody noticed in unstable, so those people are probably using testing.
I don't have time right now to merge all the diversion related changes
into 173xx and this will require a trip through NEW, so please upload
173.14.30-2 (from trunk) which I set to urgency=high with no further
changes than adding versioned Conflicts: mesa to unstable.
