upload: glx-alternatives 0.1.3 (was: Re: upload: glx-alternatives 0.2.0)

Hi Russ,

make that glx-alternatives 0.1.3 (build from trunk r2273 or later) and
upload to unstable.
I just changed the Breaks: fglrx-* so that they actually work (stupid
hyphenated upstream version which requires a Debian revision to be
added), but this probably breaks some upgrade paths (will be tested and
fixed later).
Anyway it's important to get this into unstable to fix using
glx-diversions in non-english locales.
