that's probably the reason for the missing templates
thanks for giving me a hint how to reproduce this
now I need to to improve my debconf knowledge to reregister the
templates if they are missing - since the templates are owned by a
different package than the one being configured this may be a bit tricky
(otherwise this should have worked out of the box)

but may take some time until I can look into this further

PS: we should do some archive wide tests messing with the debconf cache :-)
