Yes, anyone can reassign bugs or issue other commands to the bug
tracker either via bts(1) or mail [1].
It's worth pointing out that if it really is an upstream issue with
the proprietary blob, there's nothing we can do about it in Debian
(and reassigning the bug to the nvidia packages won't get this fixed
any more quickly). Please report the bug directly to nvidia;
instructions can be found at [2].
