There is

 2.3. Operating Systems
 .
 Those portions of the SDK designed exclusively for use on the
 Linux or FreeBSD operating systems, or other operating systems
 derived from the source code to these operating systems, may
 be copied and redistributed for use in accordance with this
 Agreement, provided that the object code files are not
 modified in any way (except for unzipping of compressed
 files).

which I consider to cover the complete CUDA Toolkit for Linux.
The CUDA distribution itself consists of the toolkit, matching (but
quickly outdated) driver, and some CUDA samples (code, data, images,
...). These samples (specifically the media files) are not
redistributable (and also not part of our "source" tarball).

The nvidia-graphics-driver package has a similar section:

 2.1.2  Linux/FreeBSD Exception.  Notwithstanding the foregoing terms
 of Section 2.1.1, SOFTWARE designed exclusively for use on the Linux or
 FreeBSD operating systems, or other operating systems derived from the
 source code to these operating systems, may be copied and redistributed,
 provided that the binary files thereof are not modified in any way
 (except for unzipping of compressed files).
