Bug#976379: Bring back /usr/lib/cuda/version.txt

Hi Andreas,

thank you for the quick reply.
So the documentation say that it still is installed, and given that TVM 
depends on it to run, I'd think that it still is there at least until v11:

(search for version.txt)
