The "CUDA Toolkit Major Components" chapter is no longer part of the
release notes shipped with the toolkit (it starts with "CUDA 11.1
Release Notes"), so there is no longer any reference to version.txt.

(Also the information about shipped pdf and html documentation in the
online document is no longer valid).

You could ask in the nvidia support forum about this change ...
