Bug#1006226: libthrust: Version conflict with libcub

Hello.

Thank you for maintaining thrust along with the cuda stack in Debian!
While compiling PyTorch on Debian, I noticed that the version of cub is 
0.1.15 and that of thrust is 0.1.14.
My impression is that libthrust needs the locked version of libcub, i.e. 
libthrust 0.1.14 needs libcub=0.1.14, but the dependency currently is >=.

I upgraded libthrust to 0.1.15 locally using uupdate and it seemed to 
work (but I avoided to get into a mismatch with 0.1.16 which is out now 
and I didn't try updating both to 0.1.16).
