If at all, this dependency is in the realm of dkms and src:linux and we 
recently dropped the header dependency from dkms for the ongoing 
restructuring of src:linux. And the previous dependency in dkms 
frequently pulled in the wrong headers...

The required behavior (headers matching the running kernel (ideally 
metapackages for both)) is not expressable with package relationships.
