Given that, I'd make the default order
nvidia, amd(with GPU), mesa, beignet, amd(CPU only), pocl

(As nvidia and amd are in non-free, they can't be included in the 
"install them all by default" set, so will still need to be installed 
manually; it is hence reasonable to guess that someone who has installed 
amd wants to use that rather than mesa+pocl.)
