Given how rarely it's used for anything other than bug reports, that 
might not be allowed.

It's not entirely clear what small teams that don't get a 
lists.debian.org list are expected to use instead, but obvious 
possibilities are a wishlist bug per discussion, or using an existing 
larger list (e.g. debian-science).
