I've pushed a commit tightening the dependencies in icr to matching igc 
upstream version and matching llvm version. Since icr dlopens igc 
(unless that has changed in the latest release), we need to "reinvent" 
the proper dependencies in icr and can't just "fix" the igc shlibs. 
(since icr is the only user of igc, I'm not going to hack the tightened 
dependencies into the igc shlibs, or should I?).

Can you upload the new upstream versions to experimental first? Syncing 
them to Ubuntu from there should not be a problem. (Graham does it with 
nvidia-cuda-toolkit all the time.)
