Well I updated intel-compute-runtime and disabled XE_HP support (as it's 
pointless right now anyway) and it builds and works with the latest 
tagged releases of both. I also enabled intel-vc-intrinsics support in 
igc, and uploaded a fixed version of it to sid which builds with 
llvm-12, and also adds the C/P/R like the other bits of the stacks, but 
didn't rename the binaries to avoid a trip via NEW.

Hmm, AIUI things are now fine with llvm-12. I think this should be good 
enough for Ubuntu jammy, which is my short-term goal for this stuff.
