Yeah, but the changelog e-mail address isn't used for bug reporting.  Bugs
go to the listed maintainer field in debian/control.  From recent
discussions on debian-devel, it looks like the prevailing opinion on best
practices is for the person doing the upload to put their own name and
address in the changelog (using the new [] syntax to note who made the
actual changes).
