[Pkg-openldap-devel] 2.3.39-1 ready for release

I think that 2.3.39-1 is ready for release.  I've fixed the most obvious
bugs in the BTS, but have left the template updates alone for right now to
get the security bug fixed.  Depending on how long it takes for ftp-master
to get all the way back up, we may get the template updates into this
release or do another release with those changes.

I've tested ldap-utils, and I've installed the current slapd and done an
upgrade to the new one.  I've not done anything more than that, so more
testing of what's currently in Subversion is certainly welcome.

I'll do the upload once ftp-master is back.
