I'm afraid not. The bug you referenced is about libldap defaulting to 
LDAPv2 and requiring an explicit ldap_set_option call to choose v3 in 
every application. This commit, on the other hand, removes a debconf 
prompt that would offer to add the allow_bind_v2 directive to the slapd 
configuration automatically, but does not change any current defaults, 
neither for slapd nor libldap.
