The license you named BSD looks like an MIT license, aka Expat according
to <http://www.debian.org/doc/packaging-manuals/copyright-format/1.0/>.

Missing license information in other packages is not an excuse (bugs
should be filled), and the proper license information should be taken,
e.g. from the same place the files were taken.

should be self-contained. So, the content from LGPL_EXCEPTION.txt should
