In the “personal” setup menu, I’m able to chose “Japanese (日本語)”
(it’s even the sixth choice from the first set of languages) and when I
do, the UI is in Japanese (at least it uses letters I don’t understand
that looks like Japanese to me).

Is your experience different, are you expecting something else?
