Various comments on that discussion on the evil github give the correct
reasons: libreoffice is used for preview/thumbnail generation, which
means it is "Recommends" in policy.  That is for something "that would
be found together with this one in all but unusual installations".

Also, apt does not "require" 733MB.  If yours is one of those "unusual
installations" that doesn't want previews, you could either tell apt not
to install Recommends in general (by changing its configuration) or not
to install them in this particular case (by giving the
--no-install-recommends option on the command-line).
