According to the upstream bug, yes. There are some people response, that it is 
fixed with Qt 5.4.2 ( availabe in experimental).

Martin is only taking about a solution for Plasma and the systray. He is not 
taking about other DE (Gnome,XFCE,...). I discussed with him about that point, 
because I also thought we was writing about a general solution.

I heared that it is planned to make Qt5 available inside backports. But non 
the less these are decisions of the KDE/Qt team and should be discussed there.
But as I said, the patch you mentioned is to fix systray inside KDE.
