I've reviewed the bug carefully and closed it. The reason is that the
user is a newbe and want to install only the IDE, while this obviously
can not work.

He needs to install the metapackage lazarus in order to pull every thing
and have the compiler installed correctly.

Installing only the IDE is meant for experienced users only. We shall
probably put a warning in the package description if not already done.
