I don't remember if we got approval from Carlos to move the maintainer from him
to pkg-pascal-devel.
For the other changes, I don't see any problem, but I only did a code review.
Let's go ahead and if I see something later we can fix anyway.

I think this pulls a lot of dependency, but is useful for most users and almost
all Lazarus users. So let's depend on it.
