I think we should move the contents of those files to
/usr/share/doc/lazarus(|-ide) and replace these files with a softlink.

I haven't looked at the examples, but I guess the same goes for them,
examples in general should be in /usr/share/doc/<name>/examples/

How about adding a soft link in the location where lazarus expects the
file and put the file in a proper location?

I also think we already split up enough of fpc and lazarus, so unless it
really saves space (lintian would have told us) let's not introduce more
packages to fix this.
