I agree that this file's natural place is in /usr/share/doc/lazarus. However it
shall e in the package lazarus-ide-${version} as it is needed even if the docs
are not installed.

That makes more sense as these are many files. Especially we did the job for FPC
already.

 Soft link is fine with me, but the file itself is 2kB so not a big deal, does
it really hurt to let it there.
Then later we can move all the files on doc to /usr/share and make
/usr/lib/lazarus/${version}/docs a symlink to a location in
/usr/share/lzarus/${version}
