Please be aware, that while this is the correct behavior for a build
environment, it's *not* the recommended setting for a user environment.
Debian policy [1] says:
Recommends
This declares a strong, but not absolute, dependency.
The Recommends field should list packages that would be found
together with this one in all but unusual installations.
Maintainers expect you to install the Recommends if you install their
package.
