Sorry but I may have misunderstood your mail.
Are you looking for the /et/fpc.cfg upon FPC build?
We just ignore that file by passing a command line switch to tell the compiler
to not use any fpc.cfg file from /etc/ or ~/.

One way to do it is to edit manually /var/lib/dpkg/info/fp-compiler-
3.2.2\:amd64.postinst
