No, gtk2 is not the issue here. That directory, packages/gtk2 includes 
things such as libpango and libpangocairo that are not part of gtk2, 
maybe just dropped into the gtk2 dir because gtk2 was current at the time.

Qt5 and Qt6 apps depend on pango. The Lazarus GTK3 bindings include 
their own interface to, eg, Pango and PangoCairo but other widget sets 
don't. This seems a Lazarus problem rather than FPC but, at the moment, 
FPC does solve it.
