Accompanying DBF files are essential to shape files in that they
contain attribute data of the shapes. Regarding renaming of
dbfdump in shapelib, I have to disagree because it would break at
least our production systems on the next update/upgrade cycle.
(Hadn't noticed the missing man pages issue though. If Debian is
interested I can provide some tomorrow.)

I would agree with this if they were a part of libshp1-dev, but
they're split off into their own shapelib package.
Having said all that, I'm really looking forward to
libdbi-xbase-perl.
