Ok... Well, I do not have such a strong objection, I think we can
rename or move ours.

Yes, please do. In fact, that would close a very old bug shapelib has
(#148037).
Now, regarding Daniel's comments: I don't know... I don't think it is
quite worthy to create another package just for those two little
files. And although they _are_ useful by themselves (that is why
upstream separated it and indexdump.PL from the files in eg/), they
could just as well go in as examples. Now, there are some other Perl
library packages that also provide files in usr/bin, such as
libdbi-perl, libimage-size-perl and libwww-perl. I do not think we
should split this one just because of it.
Now, the obvious next step is: Any candidates for naming this file?
Maybe something as simple as dbf_dump and index_dump (I would like
them to be consistent)? Any ideas?
