HTTP::Cookies::Netscape::load() checks the first line of cookie file:
unless ($magic =~ /^\#(?: Netscape)? HTTP Cookie File/) {
However It seems to be too restrictive. wget saves cookies in file
that begins with this:
# HTTP cookie file
Following Postel's robustness principle.
the regular expression above might be:
/^\#(?: Netscape)? HTTP [cC]ookie [fF]ile/
