Thanks for your bug report.

I cannot confirm your findings, I see the file e.g. on the Swiss
mirror (the first one I checked):

and I can download it just fine:

So either this problem was temporary or it only affects the machines
behind deb.debian.org. In any case, it is/was not a problem in the
package itself. I'm therefore reassigning the bug to the "mirrors"
pseudo-package, in case further research is necessary.
