While I think it's possible to build the 2 affected perl packages
against the libtidy-dev version in experimental, I'd still like to
mention that typically a library transition in Debian works the way that
the maintainer(s) of the library which possibly breaks reverse
dependencies rebuilds those packages against the new version and
files bugs (preferably with patches) against the affected packages
and only uploades the new package to unstable when most of the issues
are fixed.
