Hi,

imath currently fails to cross build from source because it doesn't declare its
dependencies correctly. The patch at the bottom fixes this problem.

 - it marks those build dependencies that are just used to create
   Architecture:all documentation packages with <!nodoc> (no need to
   cross-build these)
 - it picks the native architecture python3-numpy package (host architecture is
   the default)
 - it turns python3-dev:any into python3-dev:native, libpython3-dev
