[pkg-php-pear] Packaging php-xml-serializer inside the PEAR packaging team

All PEAR packages are supposed to be maintained with Git under
/git/pkg-php. There's already lots of them there. Also, we have a
mailing list for that.

Is this already done? If so, then great, I'll take that one as a base!

I think it'd be best if Federico stays as maintainer, and be added to
the list of uploaders.
