Since you fixed the other issue in d/copyright but not that one, let me
quote the relevant part of the standard [0]: “The last paragraph that
matches a particular file applies to it. More general paragraphs should
therefore be given first, followed by more specific overrides.” So
please, move the “Files: debian/*” paragraph bellow the “Files: *” one.

The problematic PHP license shouldn’t be an issue for an package already
in the archive, but I won’t sponsor a package including potentially
dangerous tests.
