IMO, it's Ansgar which is wrong here. We have a shitload of PEAR
packages in the archive under the PHP 3.01 license. This was however
truth for lower PHP license (eg: PHP 2.x licenses). Probably Ansgar made
a bad confusion here. I would suggest that you ask him to make sure of it.
