[pkg-php-pear] Moving php-etodms-{core, lucene} packaging to pkg-php-tools (and pkg-php repository)

Yes, by now these packages are not maintained in a VCS (apart my private
GIT), mainly because its packaging is quite simple.

but I prefer do this job by myself, now I am working on next debian
revision and I'd like to review this at the same time.
Anyway, posibly, I'll add to GIT repo on Alioth [3]
