[pkg-php-pear] Bug#708551: lintian: checks for pkg-php-tools release goal

Hello maintainers,

I will soon propose a release goal for jessie. It is described here:
https://wiki.debian.org/ReleaseGoals/pkg-php-tools

The attached patches recommends for pkg-php-tools usage when there is
a package.xml (or package2.xml or channel.xml) and warn on common
mistakes.

This has been tested against the 108 php-horde* packages.

Can you review and commit?

PS: TODO-list:
- check for "--buildsystem=phppear" and "--with phppear" usage
- check for builddep when using roles (currently, only php-horde-role
is shipping a role, so this is low priority)
