[pkg-php-pear] Proposed release goal for Jessie: pkg-php-tools

Hi teams,

pkg-php-tools was introduced in Debian wheezy. It considerably ease
the building of PEAR packages.

I propose to migrate every PEAR and PECL package to use it.
