[pkg-php-pear] Moving php-http-request2 packaging to pkg-php-tools (and pkg-php repository)

Hi Sascha (sorry for the extra @packages.d.o copy, just wanted to
ensure anyone following this packages would get the notice),

php-http-request2 is among the PEAR packages that should be converted to
pkg-php-tools [1]. I’d like to take this opportunity to encourage you to
move its repository under git/pkg-php on Alioth [3].

If you’d agree on the principle, but don’t have time to take care of it
yourself, I would be happy to do it on your behalf.
